The four-level rating scale — and the Effective-to-Highly-Effective judgment
RISE uses four performance levels: Ineffective, Improvement Necessary, Effective, Highly Effective. Ineffective signals practice that is unacceptable and harmful to learning. Improvement Necessary signals inconsistent practice that's mechanical or teacher-reliant. Effective signals the expected professional standard — solid instruction with students learning. Highly Effective signals exemplary practice in which students assume significant responsibility for their own learning.
The hardest call in RISE — and the one that most divides evaluators in calibration sessions — is Effective versus Highly Effective. The two levels share a lot of surface features: organized lessons, engaged students, clear learning objectives, productive classroom culture. What separates them is who's doing the work. At Effective, the teacher is driving the lesson well — checking for understanding, adjusting, holding high expectations. At Highly Effective, students have taken over the heavy intellectual lifting — they self-monitor, set their own goals, sustain the classroom culture without prompting, and extend the learning beyond what the teacher prescribed. The teacher set the conditions; the learners produced the outcomes. That distinction is real, and it's the one most likely to get blurred when an evaluator is writing a summative quickly between observations.
The Negative Impact rule — Indiana-specific
Indiana's evaluation law has a provision that doesn't appear in most other state frameworks: a teacher who negatively affects student achievement and growth cannot receive a rating of Effective or Highly Effective, regardless of strong performance in other domains. This is codified at IC 20-28-11.5-4(c).
The Negative Impact determination is based on Indiana Growth Model data for teachers in tested grades and subjects, and on locally-defined criteria for teachers without IGM data. For non-IGM teachers, many district plans define Negative Impact as a teacher whose summative score itself falls in the Ineffective range — but the specific criteria are a district decision under the broader evaluation plan.

A teacher whose classroom evidence would otherwise support an Effective or Highly Effective rubric rating cannot receive that final summative classification if the growth data shows negative impact. After the walkthrough: where the work actually piles up
The observation itself is the part most evaluators trained for. What no one warned them about was the volume of writing that follows.

The strongest fit between current AI and Indiana RISE evaluation work is the translation problem. An evaluator captures observation notes in shorthand — half-sentences, abbreviations, fragments — and then has to translate those notes into the formal language of the RISE rubric. That translation is mechanical work. It's not where evaluator judgment lives; it's where evaluator time gets spent.
AI handles three pieces of that translation reliably. First, it can take fragmentary observation notes and produce coherent, evidence-grounded prose in the voice of the RISE rubric. Second, it can map specific pieces of evidence to the relevant elements across all four domains — telling the evaluator that the note about wait time supports Element 2.4 (Check for Understanding), while the note about routines supports Element 2.7 (Maximize Instructional Time). Third, it can produce internally consistent draft language across elements in the same evaluation, so the summative reads as a coherent document rather than twenty-three disconnected paragraphs.
Where AI saves the most time is the third piece. Most evaluators don't struggle to write any one rubric justification. They struggle to write twenty-three of them in a single document while keeping voice and evidence-density consistent — particularly in Domain 2, where nine elements need distinct, evidence-anchored treatment.
Where AI doesn't help — and what stays with the evaluator
The honest scope is narrower than the marketing on most AI tools suggests.
AI cannot make the borderline Effective-to-Highly-Effective judgment for an evaluator. That call requires watching the lesson in real time, knowing the teacher's history and context, and judging whether the evidence rises to the standard of student ownership. AI can suggest a rating based on the notes provided, but the evaluator owns the final call.
AI cannot make the Negative Impact determination. That call requires growth data review, district criteria interpretation, and professional judgment about whether the data indicates a pattern of negative impact rather than a single low-performing year. The Negative Impact determination is a summative-stage evaluator decision based on the district's evaluation plan — not a rubric draft AI should generate.
AI cannot navigate the relational work of the post-observation conference. The coaching conversation, the goal-setting around professional growth, the harder conversations when performance is moving toward Improvement Necessary — these are human work. AI can help draft talking points or summary language, but it cannot do the conversation itself.
AI also cannot handle Domain 4 Core Professionalism judgments with full context. Core Professionalism — attendance, punctuality, policy compliance, respect — has rubric language AI can apply mechanically, but the underlying determinations often require institutional context AI doesn't have: the teacher's prior attendance pattern over years, the nature of policy concerns flagged informally, the specific incidents of disrespect or unprofessional conduct that would shape an Ineffective rating. These are judgments that benefit from human knowledge of the teacher's history.
And AI cannot do the contextual reasoning a long-tenured evaluator brings — knowing that this teacher had three new English-learners arrive midyear, that this lesson followed a fire drill, that this is the third week the heat hasn't worked in this hallway. That context shapes evaluator judgment in ways no chatbot will reconstruct from observation notes.
What AI does well, it does well. What it doesn't do, it shouldn't pretend to do. Pasting walkthrough notes into ChatGPT works fine as a glorified search engine — but for rubric-aligned RISE documentation, the gap between "sounds polished" and "actually defensible under your district's evaluation plan" is wider than the polish suggests.
Observable evidence: what each RISE domain looks like in practice
Each domain has its own surface features — the things an evaluator actually sees, hears, and notes during an observation.
Domain 1 (Planning) is largely evident before and after the lesson rather than during it. Look for lesson plans showing data-driven decisions, pre-observation conversations that mention specific student misconceptions the teacher is anticipating, learning objectives that are measurable and aligned to Indiana Academic Standards, and assessment design that connects to stated learning targets rather than activities.
Domain 2 (Instruction) is where the lesson lives — and where nine distinct elements need separate attention. Look for wait time after questions (counted in seconds — eleven seconds for a substantive question is real evidence), the ratio of student-to-student dialogue versus teacher-to-student call-and-response, formative checks used in real time and acted upon, varied engagement strategies within a single lesson, tasks that require higher-order thinking rather than recall, and the teacher's responsiveness to confusion versus their drive to finish the lesson plan on schedule.
Domain 3 (Leadership) is the domain most likely to be overrated, because much of the evidence lives outside the observation window. Look for documented contributions to PLCs and school improvement work, evidence of professional development applied to practice (not just attended), advocacy actions taken on behalf of specific students, and two-way family communication that's about learning rather than just behavior.
Domain 4 (Core Professionalism) is rated like the other domains but with non-negotiable stakes. Look for attendance and punctuality patterns over time, policy compliance evidence (mandated reporting, required paperwork submitted on schedule), and the tone and respect maintained in interactions with students, colleagues, and families.
Common scoring mistakes under RISE
Even experienced evaluators slip into patterns worth naming.
The first is over-Highly-Effective-ing Domain 3 (Leadership). Because Domain 3 lives partly outside the lesson, evaluators tend to credit "professional-feeling" teachers with high Domain 3 ratings regardless of evidence. The fix is to require the same evidence rigor for Domain 3 as for Domain 2 — name the PLC contribution, name the specific PD applied, name the specific family communication.
The second is the Effective default. When evidence is thin in either direction, evaluators slot Effective because it feels safe. But RISE requires evidence of Effective practice, not just absence of Improvement Necessary. An element with insufficient evidence is a coaching opportunity, not a default Effective.
The third is element conflation within Domain 2. Adjacent elements like 2.3 (Engage Students in Academic Content) and 2.6 (Develop Higher-Level Understanding) feel related, and evaluators often justify both with the same evidence. They're distinct claims — engagement is about whether students are intellectually active; rigor is about whether the work demands higher-order thinking.
The fourth is evidence-thin Highly Effective. Highly Effective in RISE requires evidence of student ownership — students self-monitor progress, sustain culture without prompting, drive higher-order thinking, set their own goals. "The teacher did it well" is not Highly Effective — it's Effective. Highly Effective requires the move from teacher-driven excellence to student-driven excellence.
The fifth is collapsing Core Professionalism into a single judgment. Domain 4 has four distinct elements: attendance, on-time arrival, policies and procedures, and respect. Evaluators sometimes rate the whole domain in a single global impression rather than scoring each element on its own evidence. That global rating obscures the specific area where coaching or remediation might be needed.
The sixth is uniquely Indiana: applying the Negative Impact rule incorrectly at the rubric stage. Negative Impact is a summative-stage judgment that constrains the final rating; it's not a reason to rate individual rubric elements lower. An evaluator who marks rubric elements down because they "know" the Negative Impact will apply is conflating two distinct evaluation decisions.
Indiana in context — the district-flexibility model
Indiana's approach to teacher evaluation is genuinely different from many other states. States like Texas (T-TESS), Florida (FEAPs), Georgia (TKES), Arkansas (TESS), and Tennessee (TEAM) operate single statewide rubrics that every district uses.
