What the UETS are

The Utah Effective Teaching Standards (UETS) are the state's teaching standards, adopted by the Utah State Board of Education (USBE). They describe what effective teaching looks like, and they are the shared basis every Utah district's evaluation system is built on.

Local control: how Utah evaluation works

Under Utah rule (R277-323, effective for the 2024-2025 school year), each district runs its own educator evaluation system, aligned to the UETS. The district sets the specific instrument, the observation cadence, the rating labels, and the academic-growth measure. When the UETS are revised, districts must update their systems within two years.

Two consequences follow. First, the rating labels a teacher sees in one district may differ from the next, because there is no single statewide scale. Second, "academic growth" is measured through formative assessment identified by the LEA, school, or educator — again, a local decision.

The five standards and twenty elements

The UETS organize effective teaching into five standards, each with four elements:

Standard 1 — Learners and Learning: Personalizing Learning, Building Relationships, Respecting Learner Backgrounds and Perspectives, and Fostering Student Self-Awareness.

Standard 2 — Instructional Design Clarity: Content, Learning Progression, Instructional Planning, and Engagement.

Standard 3 — Instructional Practice: Instructional Strategies, Assessment Practices, Relevance, and Innovation and Technology.

Standard 4 — Classroom Climate: Respectful Learning Environment, Classroom Safety, Classroom Organization, and Growth-Oriented Classroom Climate.

Standard 5 — Professional Responsibility: Adherence to Laws, Rules, and Policies; Continuous Professional Learning; Communication; and Professional and Ethical Conduct.

That is twenty elements in all — the level of detail at which a good observation write-up actually operates.

After the observation: where the work piles up

The observation is familiar work for a Utah evaluator. The write-up that follows is where the hours go: taking fragmentary notes and organizing them as evidence against the right standard and element, settling on a defensible rating in your district's scale, and writing feedback a teacher can act on — across twenty elements, and across a caseload.

Where AI helps with the UETS write-up
